The workshop brought together representatives from relevant public authorities for a dialogue on the preliminary analyses developed within the project, with a particular focus on how different types of biomass can contribute to increased and more sustainable biogas production, based on the different calculation methods used within climate and agricultural policy. The purpose of the workshop was to present preliminary conclusions from the project’s work and create space for questions, reflections and further discussion ahead of the continued authority dialogue this autumn.

During the meeting, analyses were presented on market conditions based on climate performance, policy conditions linked to the Renewable Energy Directive and agricultural policy, as well as barriers and drivers for farmers. Participants also learned more about the project’s work on calculation tools for climate and economic benefits.

One important conclusion from the dialogue was that there is clear interest among public authorities in gaining insights from the project on how new biomass resources can be used in ways that create synergies between biogas production, climate benefits, farm economy and a more robust agricultural sector.

Several issues were highlighted as particularly important to continue working on. Among other things, participants discussed how national interpretations of EU legislation, such as the Renewable Energy Directive, RED, can be developed to better promote synergies in practice. One example raised was how biomass from cover crops can be classified and valued in regulations and support systems.

The issue of carbon sequestration also attracted significant interest. Participants discussed how the verification of carbon sequestration from, for example, cover crops and leys could be simplified, and whether existing models and data from, for example, the Swedish Board of Agriculture and the CAP system could be used within other regulatory frameworks and calculation models.

A recurring point was the need to more clearly highlight synergies rather than only describing potential trade-offs. This includes, for example, how increased use of leys and cover crops for biogas can be developed without competing with food and feed production, and instead contribute to climate benefits, improved soil health and strengthened preparedness and resilience.

The workshop also showed continued interest in the project’s Biomass Assessment Tool, the BAT model. The model can support assessments of biomass potential and was discussed in relation to other tools already used in advisory services and assessments by different public authorities. One possible way forward is to continue discussing how results from the model can be made useful for advisors, authorities and other actors in the biogas value chain.

Another important discussion concerned the calculation of climate benefits for biogas plants. Here, the need to compare different calculation tools was highlighted, including in relation to the choice of substrate mix. Participants also pointed to climate and societal benefits that are not always fully captured today, such as reduced use of mineral fertilisers, improved resilience in agriculture and the value of more circular nutrient flows.

Overall, the workshop shows that Accel AgroBiogas can play an important role as a neutral meeting place for continued dialogue between public authorities, researchers, advisors, farmers and biogas actors. By bringing together actors across sectors, including at expert and case officer level, the project can contribute to greater understanding of how regulation, advisory services and practical implementation can be developed together.

The results and input from the workshop will now be taken forward in the project’s continued work and will form the basis for further dialogues this autumn.

On 4 June, Accel AgroBiogas invited representatives to a digital expert workshop focusing on drivers and barriers related to increasing biomass supply for biogas production.
